Bogdanka–Puchaczów–Łęczna railway line as a chance for region’s development

Letter of intent for cooperation now signed.

Mayor of Łęczna commune, Vice-Governor of Łęczna district, President and Vice-President of Lubelski Węgiel Bogdanka, and Vice-President of the Management Board of Enea Research and Development have signed a letter of intent for cooperation regarding analyses and pre-design documentation for a new railway line in Łęczna district. The event took place on 28 June at LW Bogdanka offices.

The idea behind the letter of intent is to provide effective transportation which would meet the expectations of the region’s residents and be achievable in the light of current technological possibilities for a railway route connecting Bogdanka and Łęczna. The Parties undertake to carry out analyses and prepare pre-design documentation for the proposed line.


“I am really glad that I have the chance to be present at an event with such a significance to the region. The new line will contribute to revitalisation of the province’s railway network and will constitute a base for further investments, for instance, a possible connection between Lublin and the Central Transport Hub”- said Artur Soboń, Secretary of State in the Ministry of Investment and Economic Development.


Inclusive Transport – The Role of Transport Policy in Shaping of the Country’s Sustainable Development, a report prepared by the Polish Economic Institute, shows that in the last 10 years 588 km of railroad has been abandoned in Poland, along with 161,000 km in regular bus connections. Lubelskie province has one of the lowest density of both railway and road networks. The railway line project is part of a feasibility study for a modern IGCC power plant in the Łęczna region.


“The investment will provide a safe railway connection between Łęczna and nearby towns, on the one hand, and LW Bogdanka and the proposed power plant in the Łęczna region, on the other. It will be major convenience in transportation for the residents. The new connection is also a step forward in the fight against transport exclusion in the region and will generate new workplaces”- said Leszek Włodarski, Mayor of Łęczna commune. 

"LW Bogdanka Group employs nearly 5,500 people. Estimations show that after the railway line is opened, even as many as 2,000 people will make use of it, many of whom will be our employees who now commute by car”- added Artur Wasil, President of the Management Board of LW Bogdanka S.A.

“Enea Group stays up-to-date with all sustainable development and transformation developments in the fuel and energy sector in Poland. We actively respond to new challenges posed by the environment, regarding both European regulations and trends. Quick development of new technologies allows generating energy in a way that is environment-friendly and conforming to new standards. The project of a power plant which uses synthesis gas gives the possibility of making use of the resource potential of Lublin Coal Basin, thus further supporting sustainable development of LW Bogdanka mine. The letter of intent signed today is a step forward in strengthening regional transportation infrastructure, which will in turn serve both the residents and further investments”- said Mirosław Kowalik, President of the Management Board of Enea S.A.


The new line is planned as a 10-kilometre-long single-track connection for both passenger and freight trains between the stops Bogdanka–Puchaczów–Łęczna. The signed letter of intent for cooperation concerns developing a functional and spatial plan, conducting geotechnical surveys, preparing geological engineering documentation and drafting an environmental impact assessment.


The investment is a result of a wide-ranging coalition between the district and district governor's office and Enea Group, of which Bogdanka is part.
